Means-Testing Medicare: Retiree Pain for Little Governmental Gain

Richard Kaplan

The Medicare Act of 2003 created what is essentially a tax surcharge on upper-income retirees who participate in Medicare Part B coverage. This course considers this mechanism of 'means-testing' Medicare Part B and explains why affected retirees will wish to minimize their taxable income.

Topics covered include:

  • Medicare Part A coverage for hospital, nursing home and hospice care
  • Medicare Part B coverage for physician visits, tests and ambulance services
  • The means-testing debate
  • Risk of high-income opt-outs
  • Income distribution paradox
  • Means-Testing in 2007
  • Retirement planning approaches under Medicare Part B Means-Testing
  • Employer Payment of Part B
  • Nonenrollment in Part B
