Government Auditing Standards: The New Yellow Book

Perry M. Henderson, CPA, MPA

The GAO has issued the July 2007 revision of Government Auditing Standards, also known as the “Yellow Book.” This publication supersedes the 2003 revision, as well as a version that was issued in January 2007, which was complete except for the quality control and peer review sections.

This course is an overview of the major changes to the 2003 revision, and of selected other significant provisions of the 2007 revision. It will be most useful to auditors who are already familiar with the 2003 Yellow Book.

Topics covered include:

  • Major Changes
  • Unconditional and Presumptively Mandatory Requirements
  • Uses and Application of GAGAS
  • Ethical Principles in Government Auditing
  • General Standards
  • Field Work Standards for Financial Audits
  • Reporting Standards for Financial Audits
  • General, Fieldwork, and Reporting Standards for Attestation Engagements
  • Field Work and Reporting Standards for Performance Audits
  • Supplemental Guidance
