Tax Legislation: Keeping Track of the New and Phased-In

The Tax Code is becoming more complex, with layer upon layer of rules, exceptions to the rules, and exceptions to those exceptions.

Also, many of the major and more recent provisions of the Internal Revenue Code have change built in, through phased-in, phased-out, temporary, and delayed effective dates.

The 2004 tax legislation addressed both of these issues, reducing complexity in some areas and adding to it in others. Tax Legislation: Keeping Track of the New and Phased-In provides an overview of these changes.
